Senior Technical MEL Advisor/Director

In his current role as a Senior Technical MEL Advisor/Director for Pathfinder International, Mr. Emeetai oversees the management of systems that measure and document program progress for the USAID-funded Family Planning activity. His role sees him managing and monitoring the M&E component of the project and ensuring that results are integrated into USAID and Uganda’s health system’s decision management process. In addition, he facilitates the strengthening of the government HMIS system by providing technical assistance to M&E staff and ensuring that they have a clear understanding of the results framework, indicators and the data collection tools.

Mr. Emeetai worked with Management Sciences for Health (MSH) on the USAID funded STRIDES for Family Health as a Senior M&E Advisor where he designed and implemented a performance monitoring plan and key performance indicators to measure success in FP/RH, nutrition and Malaria. A strong trainer, mentor, and coach, Mr. Emeetai in this role provided technical support to STRIDES contractors in 15 districts. Important achievements in this role include the enhanced competence of over 464 trained service providers and improved monitoring of health care outcomes for MCH, FP, Malaria, Nutrition and Young People Friendly Services. 475 health facilities showed improved HMIS data quality and timely reporting through participating in joint district support supervisions and review and data feedback workshops.

Quality improvement is an area Mr. Emeetai is well experienced in. While at University Research Council, he led the Quality Improvement agenda of the project including supporting the supported districts to attain more than 75% score in the health facility assessments. With MSH through quality improvement initiatives and knowledge management activities he improved monitoring of health care outcomes for MCH, FP, Malaria, Nutrition and Young People Friendly Services.

Mr. Emeetai holds a Master of Statistics and a Bachelor of Science in Quantitative Economics from Makerere University.
